Bob,

Just as a point of comparison, I live in the Eastern USA time zone. It was
recommended to me since I don't run Windows, that I should keep my hardware
RTC set to UTC. It's been that way for 15 years on all my PCs, except the
Windows Laptop I pull out once a year to run TurboTax.

All my Mythtv apps including mythfrontend and the Web App for scheduling
and setup work in EST or EDT depending the time of year.
I sometimes take my portable Combo BE/FE mythtv NUC on the road in my
camper and I just use the KDE Plasma Timezone setting to change the
timezone and everything works just like at home.

jim at mythtv:~$ sudo timedatectl
[sudo] password for jim:
Local time: Sat 2025-02-15 13:23:20 EST
Universal time: Sat 2025-02-15 18:23:20 UTC
                 RTC time: Sat 2025-02-15 18:23:20
                Time zone: US/Eastern (EST, -0500)
System clock synchronized: yes
              NTP service: active
          RTC in local TZ: no
