I am using Ubuntu 24.04.1, Nvidia GT1030 and GTX 1050 Ti with the
535.183 drivers, but I have not seen your particular problem here in
New Zealand. You could try VDPAU instead of NVDEC. There are
definitely some things that VDPAU does better than NVDEC, and vice
versus. I have had to swap between them to get some downloaded video
files to play properly. TV recordings here from DVB-T and Sky
satellite DVB-S2 work fine with either.
There is a bug in drivers > 535 that has meant I have kept using
535.183, even though there are versions up to 565 now. I can not
quite remember what it is, but every time a new version is released
and I try it, I see the bug again and revert back to 535.183.
