a slightly different tack that might take less time than a
full bisect:
can you go back to 4.17 and build the media-tree drivers[1].
These are based on the latest kernel with a bit of backporting.
If the latest stuff in there does not work, then you could try
going back in time to when 4.17 was released and building the
media-tree as at that time [2].
So with two builds you might be able to tell if there's been a
regression affecting you in the media-tree bit of the kernel.

Of course if both work, you're not much further ahead in tracking
this down. OTOH you could build media-tree against 4.18 and see
if that works. If it does, you at least have working tuners.

    can you explain how to build media-tree at a given git commit?
    Is it as simple as git checkout <hash> ?
