I've had exactly the same issue with Fedora 23, certain kernels and 
MythTV 0.28.  If mythfrontend is running the shutdown process would just 
stop with systemd hanging (waiting). It started occurring after an 
upgrade from Fedora 22.

I found that if I kill mythfrontend first the machine shuts down fine, 
presumably indicating that systemd was waiting for mythfrontend.  
Unfortunately I didn't get to the bottom of it, just found a fairly easy 
workaround.
