In current MythTV, you just set the Live TV and Schedule Order to 0 to
disable the input.

No, it's a matter of setting the Order--specifically Live TV and
Schedule Order. In current MythTV, this can be done explicitly in
mythtv-setup. In old versions of MythTV, this is only possible by
defining the cards in the order in which their use is desired.
There's no need--and generally you shouldn't--set the Input Priority.
Doing so often just paints MythTV into a corner and prevents its
"properly" scheduling recordings, resulting in the all-too-common,
"Scheduler broken" thread (in other words, the user explicitly tells
MythTV via Input Priority to do things differently from how they expect
and then they complain that MythTV doesn't do what they expect).
Instead, set the Orders to appropriate values and let MythTV schedule
recordings (and Live TV) as you desire.
