Using the default driver on same hardware I get similar results:

However, the default configuration is quite sensitive for long 
keypresses and easily sends a repeat event. In the log above, the first 
two events comes from the same keypress - this can be seen in the second 
number which is incremented each time a single keypress sends several 
events.  The third and fourth line are separate (short) keypresses, both 
with a fresh '00' counter.

The repeat events generating an incremented second digit is the kind of 
repeats which can be suppressed either in  the lircd.conf file or the 
lircrc one  as discussed earlier in this thread.
