He is using the correct terminology that is used in the open source
community. Just google "free as in beer" and "free as in speech". The
Free Software Foundation is referring to "free as in speech". You are
referring to "free as in beer". Alternately you may also see them
referred to as libre and gratis respectively. The problem is that most
projects find it difficult to make their code "libre" with out
automatically making it "gratis".
