Nope.  100dpi is close enough.  :)

Easily answered by a line near the top of your Xorg.0.log/XFree86.0.log:

Markers: (--) probed, (**) from config file, (==) default setting,
        (++) from command line, (!!) notice, (II) informational,
        (WW) warning, (EE) error, (NI) not implemented, (??) unknown.

So, whatever is starting X for you is using the command-line to set the 
dpi (something like "startx -- -dpi 96")...  Time to dig through the 
docs for your distro or find someone who knows your distro so you can 
figure out how to fix your distro's (IMHO) broken configuration.  :)

This will probably improve once you fix the DPI, but at such a low 
resolution, you may never get a "perfect" view that's also readable.  
You could play around with fonts/font sizes in the theme, but then 
again, you may find it's close enough with the proper DPI.

Once you fix your X command-line, this will work properly.

Whether those settings affect the display is determined by your theme.  
The theme can choose to use user-specified sizes (small, medium, large) 
in defining text or may specify a size directly, in which case the 
settings have no effect.  Many themes use a both approaches in different 
areas.
