This would be true if he had a typical dish/decoder box setup.
But he doesn't: he has some kind of in-building CATV digital 
sat distribution system. Almost certainly this system uses one coax cable
and can support multiple decoder boxes per apartment.
But it probably uses special decoder boxen (possibly 
digital cable tv boxes??).
