As per the announcement from viaarena.com located over at

"The code is open in the VeXP to program MPEG hardware. The current
version can support Red Hat Linux 7.3/8.0 and Mandrake Linux 9.0. Linux
developers are encouraged to help to port to different distributions."

The VIA team DID release the mpeg code pertaining to VeXP.

Mainly because the VIA open-source team are very unlikely to release 
the mpeg code for fear of reprisals from the movie industry. According
