If you want the latest fixes version then yes you have to use the PPA's.

The PPA builds automatically get built after any commit to the fixes
branches in the MythTV repos. It can take up to 24 hours or more for the
new packages to get built and published but the good thing is once the
PPA is setup the packages get built automatically without any help from
any MythTV dev.

The official builds on the other hand only ever get created once
typically a week or 2 before the feature freeze for a particular Ubuntu
version. While we could push updated versions during the life of a
Ubuntu release I don't think we have ever done so. I know there  are
some restrictions to only pushing new versions that contain bug fixes or
something like that. None of the MythTV devs can create these builds.
Only a few of the original MythBuntu PPA owners can create them so they
require some careful coordination. In fact there is only two MythBuntu
dev left and of those only one Mario has been seen in the last few years
so for this reason going forward I think we may have to abandon these
official Ubuntu release builds and everyone will have to use the PPA's?
