  To add to this, scaling from 720 to 1080 is fractional scaling (1.5x).  That is never going to great and will have more artifacts - even without smoothing. That scaling is going to introduce some blur (a 3x3 box has to get scaled to 4.5x4.5 pixels). In comparison, 720 to 2160 is 3x, so that 3x3 box becomes 9x9.

  I suspect if the recording was in 1080i, the scaling to 2160 by mythtv would look better.

  An 11th gen i7 should support 2160p, but figuring out why it works can be a pain.  Making sure cables are to spec (HDMI 2.0 or later is a good start).  At some point, I went through all my HDMI cables and got rid of anything below spec because I'd grab a cable to connect something up and then have to figure out why it wasn't working right, and then notice it was an older spec cable.
