I assume you mean NUC instead of NYC.

Yes, video decoding is accelerated on the NUC.  However, your choice
of accelerated deinterlacers is currently limited by MythTV
shortcomings.  That's not expected to change any time soon.  Depending
on which NUC CPU you choose, you might be able to choose better,
software deinterlacers, but that might limit your ability to
timestreatch.
