Charter is sometimes special.  First, be sure you have installed the latest
beta Prime firmware (it fixes a CGMS issue with some Charter franchises).
And Charter really cannot tell you anything about the device status (all
communication is one way).  What does the HDHR say about the CableCARD
status, and the stream status when you manually tune a vchannel?
