That's not the case.  Devin already addressed this point:

"the HD-PVR only
captures at whatever resolution the settop box is outputting.  It has
no onboard video scaling capability.  So if the video is in a lower
resolution and it's well formed, then it's because that's what it
received"

If there were some SD frames and the HDPVR set its recording
resolution based on that, and then the STB switched to HD and the PVR
did not adjust its recording, then the resulting video would be
completely scrambled and nonsensical.
