What you haven't mentioned is the method you use to connect to your TV/display. 
VGA? HDMI? Scart? If so, from what video card output, and using what adaptor?
It sounds to me like there might be some kind of electrical mismatch between 
what your card is outputting and what your TV is expecting. Check your cables, 
look for possible earth loops or disconnects, try and find out what voltage 
levels you are outputting/your TV is expecting.

You have two separate problems here. Perhaps someone else can help with the 
tuner/V4L side.
