It took me months to figure this out, here it is: you need to specify an 
HD TV Standard option in your xorg/XF86config file:

    Option "TVStandard" "HD480i"


The options are fairly obvious, HD480i, HD480p, HD720p, HD1080i, 
HD1080p, etc. That's it.
