As I understand it - the actual decoding of the signal occurs in the
receiver (as opposed to raw mode with a simple serial port receiver) I
spoke to Hauppauge Tech in the UK, and they stated only RC5-based
remotes would work with the Hauppauge receivers.

If it's a manufactured receiver, then I guess it should tell you or
may provide example lircd.conf files that may include RC5 codes. If
the receiver allows you to use LIRC with 'raw' remote configs then I
imagine it should work with remotes like the Navigator.

Sorry I can't give a more concrete answer to #2.
