NZ during daylight saving (NZDT) is +1300, although the Chatham Islands
part of the country is actually +1345. Tonga also uses +1300 year-round,
IIRC. 

As an aside, wouldn't the problem be irrelevent if the database did proper
timezone handling? I've never liked MySQL's date/time handling at all, PG
does a much better job of handling all this.

(Yes, I am aware I will probably be stoned for raising the heretic subject
of MySQL vs PG :) )
