Since I aired this here I'll add a comment:  The original seektable says 
it's 50 fps.  Regenerating that (mythcommflag --rebuild) gives 25 fps.

VDPAU gives blocking; NVDEC and Standard don't, and playback is good. 
This isn't a new 4.4.1 feature.
