This is how I originally implemented the signal monitoring. But Issac
put us developers under strict orders to not slow down LiveTV with
extra signals between the backend and frontend. Anyway this doesn't
address the issue of how TVRec is implemented with respect to tuning
being a somewhat atomic action. With LiveTV tuning is broken up into
three states: change frequency, wait for signal, wait for tables.
This would have to be done with recordings as well if we wanted to
eliminate the timeouts there.
