[mythtv] Speeding up MythWeather

Well, my brother asked me today when I ever cared about the weather.. I 
guess I don't.. but I really love the mythweather module just the same! 
One of the things I noticed, however, is that msnbc.com is sometimes slow 
in coming back with the weather.. The main reason is that mythweather gets 
the information when launched..

My suggestion is that mythweather take the information from a text file / 
whatever that is stored locally.. then, scheduled processes could update 
that file. This would make the mythweather module nearly instantaneous.. 
For me, the weather only really needs to be updated, say, once every 10 
minutes.. realistically, it's only getting updated that often when one 
considers the msnbc site's sources anyway..
