"curl -v https://178.62.234.39" presents a certificate with
CN=vpn.delin.pro. The HTML behind it (after following the redirects)
has `<title>Pritunl</title>` (some sort of cloud hosted VPN provider?)
and appears to be a login screen. As someone else pointed out it
appears (from reverse DNS) to be a Digital Ocean hosted machine

Does that ring any bells?

Ian.
