[mythtv-users] New backend install on Ubuntu 18.04

It's a brand new VM, and I haven't installed anything beyond apt-get
upgrade to make sure all OS packages are up to date.
I double checked the 'dpkg -l' to verify no previous attempts partially
succeeded and left mythtv packages -- I confirmed that none were present.
