That is exactly what mumudvb does, with the possible exception of
doing HLS protocol. It is a long time since I last looked at it, but
I did have it working at one time and serving up channels using HTTP.
Whether that HTTP stream was HLS, I was never sure, but VLC was happy
to play it, and I am pretty sure MythTV was also.
