That sounds like the problem with mythbackend starting up before the
network is up properly.  Just restarting mythbackend later should be
what fixes it, if that is the case.  It is likely that what you are
doing in mythtv-setup is not making any difference - it is the
stopping of mythbackend to run mythtv-setup and then restarting
mythbackend afterwards.

The reason it started happening a while ago is likely due to some
updates happening to other packages which changed the timing of when
mythbackend started.  Race conditions like this are very hard to
debug, and come and go with small changes in other things.  Including
things like the temperature, which affects how long hard disks take to
start up.
