Presuming, of course, that you are using an Nvidia card.It may also work the same way with other drivers, as it seems to be aproblem at the TV end that causes it.

does 'xrandr' fix the issue? 
off the top of my head i cycle display state with xrandr with the following:
xrandr --off
xrandr --output HDMI-1 --auto

i forget how to get the 'output' name, but probably obtained via something about listing displays in the xrandr help.
