I had no problem in playing your snippet in non-RPi master; I overwrote 
a short test recording, also from Radio4.  Unfortunately I don't know a 
supported way of re-creating a DVB-radio seektable.

Not Pi-related, but perhaps useful:

I use this to extract to mp2:

ionice -c3 mplayer -nogui -vo null -dumpaudio -dumpfile outfile.mp2 
-nojoystick -nolirc infile.ts

and mythDVBcut in non-Project-X mode can be used beforehand to apply a 
cutlist with (normally) a 1s granularity.  I have an audiocut variant, 
but my identification and cataloguing procedures are almost non-existent 
and I don't have easy mp2 playback within Myth.
