As best as I am aware I didn't think anyone had 0.28 BE or FE working on Windows yet.

I tried cross compiling and failed after quite a lot of effort. I believe a few had tried importing into visualstudio but were having difficulties. 

As I understand it, it should be possible because there is a windows build test slave that does it (https://code.mythtv.org/buildbot/builders/master-windows-msvc-64bit/builds/196/steps/Configure%20and%20Build/logs/stdio). It even uses QT5.6 which I think is the version that dropped qtwebkit.
