Well, technically, if those are ATSC virtual channels
(which are typically how one looks at them), those
*could* all be on the same frequency, and allowed
[the requirement it to stay on the same frequency],
but in the US, with some exceptions, different ATSC
major numbers (11.x, and 9.x) do not typically share
transmitters.
Note that such transmitter (frequency) sharing, at
least in the US, will often be required for stations to
move to ATSC 3.0, as there are no available
frequencies to transition on (unlike the "digital
transition" where the FCC loaned/exchanged the
stations some spectrum; that spare spectrum is
in the process of being sold off for mobile). Of
course, there are no current schedules as to when
any of those transitions may happen.
