Have you looked at the systemd service file which starts nodm to ensure 
its waiting for the network and everything else you need?

IIRC, on one of my friends machine I had to enable the wait-online 
option, eg:

|systemctl enable NetworkManager-wait-online.service |
as well as having the appropriate options in the systemd service file. Of course this only works if you're using the network manager.
