While "technically" in spec, that 33.6 SNR feels a bit low
(and for some MSOs, that is right on the edge of not
being an acceptable installation).

I would go through all your cabling and insure that all
the connections are tight, all the compression fittings
are properly installed, and there are no open ports on
any splitters or empty rooms (add terminators if needed).

If it is viable, install the Ceton at the demark (where the
cable comes into your house) and see if the levels are
better.  If so, something in your residence needs some
work.

The other thing with network tuners is you may need
to (carefully) tune your network and/or system buffers
to avoid losing packets which result in artifacts (and
sometimes replace crappy ethernet devices or
drivers), even with an adequate SNR (and, again,
33.6 is technically adequate).  If you are using your
BE for other activities you can (almost) trivially cause
lost packets if you do not use proper QoS to insure
that video traffic has priority.
