This is more likely due to the fact that 16.04 uses systemd, rather than
anything to do with Myth 0.28 . Is there a mythbackend.service file on your
system? Does it contain a line like this:

After=network-online.target mariadb.service mysqld.service time-sync.target

Note that this is from a Fedora system. Ubuntu probably doesn't have all
the services mentioned here, and the name of the network-online.target may
be different. The important thing is that this tells systemd to wait until
the network is online before starting mythbackend.
