You need to read the section "Firmware" on the web page:
https://linuxtv.org/wiki/index.php/PCTV_Systems_tripleStick_T2_(292e)
It has a link to a page you can download the required
dvb-demod-si2168-b40-01.fw firmware file from. Download that file and
put it into your /lib/firmware directory. Then reboot and the tuner
should work. You can check if the tuner is installed correctly by
checking your log files for messages similar to those listed on that
web page.
