The planned auctions (as I stated earlier) have multiple incentives to
move your channel around the "dial" (for those that remember there was
a dial involved).  The low VHF frequencies are still in "play".  I would
refer those who want the facts to read the entire FCC incentive auction
details.  There are many parts of economic game theory involved too as
to whether one should play (and at what price), and the FCC has been
doing dog and pony shows for broadcasters around the country (I do
not know the current schedules, most were earlier this year, but I
would expect you could sit in, if you wanted).  I would expect that the
station owners (who were given perpetual rights to the spectrum) have
hired some of the usual consultant firms to evaluate their options, and
to plan their (reverse) bids.  There is real money to be made (and lost)
here, and no one wants to miss out (neither the station owners, nor
the mobile providers that want to purchase the spectrum).  There are,
as usual, various alliances that are trying to adjust the process to
their advantage.
