Scaling is definitely needed. Where it's performed can vary. You can
do it in the CPU, in the GPU, or you can send a 1080 output signal to
a 720 TV/monitor and it may do the scaling within the monitor. Some
displays support that, some don't.
That said, scaling is one of the easiest and quickest parts of the
calculation (especially compared to deinterlacing), so it usually
isn't an issue.
