no, because only the target matters here (i386, amd64 etc)...
Even if you compile on a machine with SSE2 only, the SSE4 code is
still generated and will be used at runtime when required

IMHO, trying to tweak CPU options in these days is pointless, and
rarely yield the desired effect.
