Richard Shaw, rpmfusion packager, asked if transcode is still needed a 
few weeks ago.  IIRC it used to be a mytharchive requirement for 
shrink-to-fit,  tcrequant, but that's no longer true.  I don't know if 
Richard got any other info; and I haven't tried a build without it.
