re the release jumps, there is a recommended version order to avoid
some known - less good - database upgrades. Though I have not tested it.

Prerequisite Changes
If upgrading from 0.25 and earlier, make sure to follow the
instructions in on how to update your MySQL Time Zone
If upgrading from 0.21 and earlier, you need to go via an
intermediate version, we suggest the latest fixes/0.24.
So I suggest to go 0.21 (whatever you got now) via latest fixes/0.24 to
latest fixes/0.27.
I'm not sure how to get lasted fixes/0.xx on Fedora though.
