I am sure you know this, but there are "hardware" solutions to
fake the HDMI handshake (solves this, and lots of other, issues),
and one can often (although your driver will vary) force specific
EDID values in the driver (once you determine what the right
ones are of course).  For nVidia, one may be able to use the
CustomEDID configuration file.

All current distros provide a way to defer startup of services
until networking is "ready", usually with some obscure
incantation that involves sacrificing n00bs to your gods.
(or enable NetworkManager-wait-online and specify
after=network.target in the appropriate places for differently
behaved init systems).
