Hi,

I'd look at the 0.26 (really, 0.26) release notes:

The very last line of the section.

I think the key here is the initial text in the README:

     This README is not always kept current,...

The only changes in the text from 0.24 and above were
just for the version, and 0.25 was skipped. And the
libmp3lame text was added in 2002.

I know I don't build in 0.28-pre with that option, rather:

   --enable-nonfree
   --enable-libfaac

Which I believe came from reading this commit:

     https://code.mythtv.org/trac/changeset/2b3bd21

As I read that commit, I think you don't have to enable
either.
