That probably was a warm boot of 3.10.0-123.13.1  I've just tried with a 
near-clone box that has an Avermedia Super 007, PCI card=117, in which a 
similar Philips TDA10046H sub-system seems ok, as does a USB TwinHan 
AzureWave AD-TU700(704J), but the PCTV-290e still has last year's bug.

All those devices look as if they initialise ok with 3.18.0-1
