There is a possible problem here and that is that your netmasks don't agree. 
Your TV will talk to anything with an address 169.254.x.x but your laptop will 
only speak to devices with addresses in the range 169.254.0.x.

Change your laptop netmask to 255.255.0.0 to ensure that they can communicate in 
future.
