Yes, they are a very basic UPS (Cheap), and rely on BIOS Auto power on feature to start system after shutdown.

I was thinking you could use ACPI Alarm to power up the system, by setting a time Alarm +5min of shutdown, should solve your issue if power comes back on whilst system is shutting down.

And after some more testing it turns out that this setup is working better than I thought.

If the power returns in the 60 second window between start of shutdown and cut off of power from the UPS, the UPS will still cut the power off for about 10 seconds and then turn it on again. Which means the BIOS autostart works even in this scenario.

I also tested a little with my other box, but could not get that to wake up on USB keyboard activity when the wireless keyboard was connected via USB. However when connected to the PS2 keyboard socket via an USB to PS2 adapter it worked.
I connected the UPS via the same adapter but was not able to get the box started.

So yes my UPS is both basic and cheap but it works for me.
