That's correct.  As you claim to be recording to rtjpeg, that means 
you're recording analog TV from a framegrabber.  All analog TV is 
interlaced, and has been since the NTSC format was formed.

That's correct.  Rtjpeg is nothing more than a sequence of independent 
jpeg images.  At 60 interlaced images per second, you're looking at a 
lot of data and there's simply no way around it.  Use mpeg4 rather than 
rtjpeg.
