In addition to that, lircd.conf has moved from /etc to /etc/lirc . This
isn't your problem by any chance, is it? 

If you have got the lirc-remotes package installed as well, you should
find a lircd.conf file
in /usr/share/lirc-remotes/mceusb/lircd.conf.mceusb
