Yep.  Though, really, you should run mythtv-setup to upgrade the backend 
database since you need to verify settings after a MythTV version 
upgrade (and, in the case of 0.20 to 0.24 upgrade, you'll need to set up 
basic things like Storage Groups).

Or just let MythTV upgrade your database--like it's supposed to--and all 
your recordings, recording rules, and recording history, and then go 
through the mythtv-setup and mythfrontend settings pages to make sure 
they all look like what you want.  However, when changing your capture 
cards or capture card drivers (as would happen with a distro upgrade), 
you may need to clear and re-create your Input Connections 
configuration:

Exactly.  Only gotcha being that if you decide to use a different host 
name (and I recommend you use the same host name), you must change the 
host name in the database (

) before running any MythTV apps on that host.
