mysql *is* a simple CLI client that can be scripted.

If you really want something a little more webby, you could try
phpMyAdmin (http://www.phpmyadmin.net/home_page/index.php).  Caveat: I
haven't actually used this for anything serious, but I've heard good
things about it.
