There's already http://svn.mythtv.org/trac/wiki/TicketHowTo, but
either people aren't seeing it, or they aren't taking it seriously,
since the majority of other projects appear to track feature requests
in the same database as bug reports.  And there's some logic in doing
so:  not only does it put 'em all in the same place, but often it's
not obvious to the submitter (and maybe even to developers) whether
something is -really- a bug or a feature request.  If it's discovered
to be the latter, having to close it and -move- it to the wiki is a
lot of work.  And having bugs & feature requests be in two separate
places gives people more opportunity to either forget to search in
both places before creating a redundant report, or more opportunity
to lose track of such reports even if they are created.  (It's also
redundant busywork because things have to get shuffled back & forth
depending on their eventual placement on the bug/feature continuum.)

Hence my question:  rather than trying to change user behavior (which
isn't working), maybe it's feasible to change the -computer's- behavior
to make everyone happy.
