Why do you have a tuner card in a machine not running a backend?

You can run mythbackend and mythfrontend on the same machine.  However, 
you must have tuners in the backend, IR receivers in the frontend.  If 
you are not running a frontend on the machine with the 1600, you cannot 
use the IR receiver for anything useful.
